Federal Rulemaking: An Untapped Arena for Social Work Policy Education and Practice

The federal rulemaking process is used to develop policy through executive agencies. This process is ambiguous and impacts populations served by social workers, including low-income mothers and immigrant families. This workshop explores the rulemaking process and teaches social workers to leverage it for social advocacy.

Learning Objectives:

  1. Using two cases relevant to social work practice and education, understand the basic steps taken in the federal rulemaking process from the pre-rule stage to the final rule stage, including the importance of the Public Comment period.
  2. Learn how to use the Federal Register and the Public Comment period to advocate on behalf of vulnerable and marginalized populations that social workers often engage with.
  3. Describe strategies for incorporating the complex process of rule making and the role of the “public,” into social work education in a way that empowers students, educators, and practitioners to participate.
